Check for a Flow Reducer
The official Schwab 199 troubleshooting document identifies the cause as a defective toilet bowl or a rimless bowl installed without the required flow restrictor. Modern rimless toilet pans need a flow reducer to distribute water evenly around the rim — without it, the full flush volume hits the bowl at too high a velocity, causing splash-back. Solution: Insert the flow reducer. It should be positioned under the replaceable outlet valve seat inside the cistern. This is a simple part that sits between the outlet valve and the cistern outlet, reducing the flow rate to a level the rimless bowl can handle without splashing.

Check the Toilet Bowl
If the flow reducer is already in place and splashing still occurs, the toilet bowl itself may be defective — the internal geometry may not be suitable for the flush volume your cistern delivers. Contact the toilet bowl manufacturer or FLUIDZON for advice on compatibility between your Schwab cistern model and your specific toilet pan.
