Check the Push Rod Length
According to the official Schwab troubleshooting documentation for models 187, 198, and 199, the most common cause of a non-functioning small flush is the push rod being too long. When the push rod is too long, it hits the back wall or the bridge inside the cistern during activation, preventing it from making the full travel needed to trigger the small flush valve. On model 199: The push rod hits the back wall during activation. Cut the push rod to the correct length. On model 187: The push rod hits the bridge. Cut the push rod to the proper length. The Schwab documentation specifically shows the correct small volume push rod length — if in doubt, contact FLUIDZON for the specification.

Check Push Rod Assembly
On model 187, the documentation specifically warns: do not mix front and top push rod adjustments. The small flush push rod is a different length from the large flush push rod, and installing them in the wrong positions will cause the small flush to fail. Verify that the correct push rod is in the small flush position. Also ensure the push rod is properly attached — on model 187, the documentation notes "it is not attached correctly" as a separate fault from incorrect length. The push rod must click or lock into the mechanism; a loosely placed rod may move without actuating the valve.
